Approved full tuition fees: 100% of international tuition fees covered directly through bilateral agreements between the CSC and participating UK universities.
Monthly living allowance (stipend): £1,712 per month for institutions outside London, or £2,000 per month for universities situated within the London metropolitan area.
Return international flights: Approved economy-class airfare from Pakistan to the UK at the start of the award and return flights to Pakistan upon completion.
Warm clothing allowance: One-time lump sum grant provided upon arrival in the UK.
Study travel grant: Annual contribution towards the approved costs of study-related travel, academic conferences, and field research within the UK or abroad.
Fieldwork airfare: One economy-class return airfare to Pakistan (or other fieldwork location) if overseas data collection is an approved part of the doctoral project.
Mid-term return flight home: One paid return flight to Pakistan during the tenure of the scholarship (if family allowances are not claimed).
Family allowance: Monthly spouse allowance (£304/month) and child allowance (£304 for first child, £150 for second child) if accompanied by dependants under eligible visa conditions.
Thesis grant: Financial allowance towards the costs of preparing, printing, and binding the final doctoral thesis.
Estimated total financial value: £110,000 to £160,000 across a 3 to 4-year doctoral tenure.
Eligibility
The CSC enforces strict eligibility rules. Missing any requirement results in automatic disqualification.
Basic requirements
Be a citizen of Pakistan or holder of refugee status in Pakistan, and be permanently resident in Pakistan at the time of application.
Be available to commence doctoral studies in the UK by September/October 2027.
Demonstrate that you cannot afford to study in the UK without this scholarship funding.
Commit to returning to Pakistan for a minimum of 2 consecutive years following completion of the scholarship.
Academic requirements
Hold a first degree (BS/BSc 4-year) of at least Upper Second-Class (2:1 / First Division) standard, plus a relevant postgraduate Master's degree (MS/MPhil — minimum 18 years education equivalent) completed by September 2027.
Must not be registered for a PhD, or an MPhil leading to a PhD, at a UK university or any university in Pakistan prior to September/October 2026.
Provide full official transcripts for all completed and in-progress higher education qualifications.
Supervisor and nomination requirements
Must hold a signed supporting statement on official university letterhead from at least one prospective doctoral supervisor at a named UK university.
Must submit applications through both the CSC online system and the designated National Nominating Agency (HEC Pakistan).
Ineligibility conditions You cannot apply if you:
Are already enrolled in a PhD programme anywhere prior to September/October 2026.
Are seeking funding for undergraduate or Master's-only study (separate Commonwealth Master's schemes apply).
Do not hold a signed support letter from a UK university supervisor.
Apply solely through CSC without completing the National Nominating Agency (HEC) procedure.
Required documents

Development impact statement: Four-part structured statement articulating national relevance, sector application, measurable metrics, and long-term developmental impact in Pakistan.
HEC application copy: Verification of submission on the HEC Pakistan scholarship portal.
How to apply
The Commonwealth PhD application requires dual coordination with UK supervisors, the CSC portal, and HEC Pakistan.
Identify UK university supervisors (May to August 2026): Search UK university faculty directories in your field. Review recent publications and identify potential supervisors whose research aligns with your proposal.
Contact supervisors and secure a support letter (June to August 2026): Email prospective supervisors with your CV and a 2-page research concept note. Obtain a signed supervisor support letter confirming their agreement to supervise your PhD.
